For the head n rotor to seize it takes dirt/water, or an out of alignment problem. On a 354 I would start by checking the bearings in the drive for that pump. If the get worn they will cause the drive to wobble. Most time you will also get diesel in the oil. I think I would install a different drive gear in the shaft. Maybe this one is drilled off center.
