Maybe chain harrow?? Have you tried making a "drag". Best one I ever made was constructed using Chain Link Fence connected to a 2 inch pipe with a cable or chain going to the pipe for a hitch. The cable should have a loop in the middle secured with a clamp and should be trimed so that the cable forms a right angle at the draw bar when the drag is pulled. Works best for me when pulled behind a disc harrow. Good luck with the rocks.
