Here in NY I've never paid more than $5, and it's not even a law apparently. I know of at least one large retailer that does not apply any core charge, and does not want your old battery back. Maybe it's a fluke but I've purchased multiple batteries from this place and never paid a core charge.
You can get $5-$10 a piece for them at the scrap yard.
