BECAUSE//// even handcuffed, a person can still fight, flee, try to steal car, etc. etc. etc.... You must evaluate the situation. IN 99.9 PERCENT, the person was resisting arrest. Any time you resist arrest, the situation will escalate.
Sadly in a few situations the officer makes a wrong decision... usually out of fear or sudden movement by the person, also in bad lighting or other circumstances... In these very few cases where the suspect was NOT trying to resist.. its that video that will help the grand jury decide if the officer committed man slaughter, or has reasonable cause... Sadly either way a life is lost. BUt again... 99.9 percent... RESISTING will escalate!!!!!!
