There are bad cops out there, but only about 2%. There are plenty of good ones out there too. When they went from to protect and serve to law enforcement, that is when the problems started. Used to be when you had a bad cop it was taken care of by his brothers. Now they are not doing anything and when they are treated like the bad ones have been giving they don't like it.
