First thing I would check is the cables and ends. If it's got those clamp on replacement ends, fire them away and get good crimp on ends. Brighten all connections. Second thing I would check is the battery... I had one drive me crazy a couple years ago. It would show full charge but not deliver any current.... because it's connections were broken internally. THAT is an explosion looking for a home... so be very careful with it. For curousity's sake, try a good heavy set of jumper cables on the tractor and see if it will start... or if it will start with a different battery in place. Beyond that.... if it will start with a screwdriver and not off the key.... then you need to look at the main wiring harness. Those tractors had a fusible link in the main just above the starter and they do sometimes fail. If you get that deep in sometimes you just have to rip the whole thing apart and find the fault. However, battery cables and the battery would easily be my first go to, especially those blasted cheap post terminals.
