Be careful with the leverage. If you break it off or chew it up so bad the pipe wrench can't grip it any more you are out of options. Take a 2"X3/8" flat bar or something close to that size about a foot long and use it as a drift. Put one end against the lip of the barrel bung and give it a good rap with a big hammer. This might distort the bung just enough to break the rust. If someone could hold something real heavy against the opposite side of the bung as a deadman it would help. You might possibly crack the weld on the bung so this idea is not completely risk free. Of course there is the spark factor when you are beating on steel.
