Ted In NE OH has it right: mechanical brake system, no master cylinder. The next post had a good idea, try adjusting the linkage. If that doesn't work, Ted might be right again. Mine turned out to be worn brake shoes AND bad axle seals allowing oil to leak on the brakes. A good, old-school brake shop relined my shoes for not much money. If you're not up for replacing the axle seals (the old must be cut off and the new heated and put precisely in place), then consider having a shop do all of it. Highly reccomend you purchase operators, service, and parts manuals. Great tractor, enjoyed mine since bought and rebuilt in 2004. P.S. if your tires are fluid filled, be sure you know what you're doing removing those dangerously heavy buggers if you decide to inspect/repair yourself.
