John there is a service bulletin on this issue for your mower. Using silicone is wasting your time. It is NOT the product for this problem. You need Loctite High Flex Gasket Maker #38657. It is not cheap a small bottle is $20. The service bulletin calls for all of the silicone to be removed and both surfaces well cleaned before applying the Loctite product. Lightly tighten the cover, this mean just until the surfaces met. I usually use a screw driver style handle to just barely make them tight. After you have tightened the cover lightly, let it set for 24 hours to fully cure. Then fully tighten the cover screws. I have personally done this on several of the JD L100 series motors. If you follow the steps it will stop the oil leaks.
