That it is clicking is actually a plus. Since it is a loud click, it should be relatively easy to track the sound.
You say you have been checking switches, battery, etc. I assume you have a volt meter or test light.
Go to the starter, have an assistant hold the switch to start. If there is voltage between the cable lug or solenoid lug that goes directly into the starter case, and the bare metal of the starter case, and the starter is not turning, there is a starter problem.
If no power there, start tracking back toward the battery, see where the power stops. Do all the testing under load, as in while holding the switch to start, seated on the tractor, all safetys made.
Be aware though, it could decide to crank any time during the test!
