I've messed with old VW's since I was 13. I've had old buses with that problem. The issue was that the old wiring would get enough resistance that it couldn't travel from the back, to the fuse panel and switch up front, and then back and still make her start. I would add a second solenoid that would use the key switch and give the original solenoid (that threw the bendix) direct battery power. It worked every time.
Check all voltages, but it could be something like this. Check the wire direct from the battery to the solenoid. By check I mean replace with a spendy one. Put in a temporary button that gets power right to the solenoid and see if that helps. It may override any startup safety items so be careful during this test. You may have some greased up mud covered wiring that has had it with you.
I just had to do this on my 30 year old ZTR. The solenoid wire went through each safety switch and miles of wiring. Somewhere along the way something went awry. I'm the only one to use it so I overhauled the wiring.
