Real jumper cables have fine stranded copper wire about the thickness of a piece of chalk. Less will be of high resistance and not actually provide much amperage. Booster cables require 1/2 hour of connection because they are so thin (like 10 gauge) that they only can charge the battery in the jumped unit. A good battery will have a charged voltage of 12.6 about one hour after charging. Immediately after charging it can be 12.7 volts. Yours sounds like it is out of spec. Jim
