The Volt is built at the GM Detroit-Hamtramck Assembly Plant , which (not surprisingly) straddles the city line between Hamtramck and Detroit. The batteries are made at an LG facility in Holland, Michigan.

No, they are not. EPA rules do not make any exception for imported vehicles. However, the imports have an easier time hitting their Corporate Average Fuel Economy targets than do domestic makes for the simple reason that imports tend to be smaller vehicles than domestics.

They cannot currently import their vehicles for the obvious reason that they do not comply with EPA regulations.
