The GEM module controls the relay that powers the window switch. This relay is serviceable so you can swap it or replace it to to see if its bad. It is the accessory delay relay.
You are looking for one of three bigger square shaped relays in the fuse box under dash. Its the only big relay in a corner of the fuse box, the other corners have fuses or a smaller relay. Like mentioned the GEM module has known to fail and usually from water intrusion. The fuse box can be removed and the GEM module is piggy-backed on the fuse box. A gem from another truck can be swapped as long as the option content is the same, or swapped for diag purposes if you want.
