Your windshield leaks and has ruined the GEM module. The GEM module controls wipers, windows, locks, automatic lighting functions, interior lights, and the front axle engagement solenoids on 4wds. Step one is to get the windshield resealed, then remove the interior fuse block and split the GEM off of it. Open up the case and see how bad the corrosion is. If it's not too bad, a bath in electronic cleaner may bring it back. Not out anything to try. If that does not work, it will need to be replaced. It has to be programmed to your option content by a Ford dealer. Most of the Ford trucks I work on have something inop due to the GEM.
