The dust cover is VERY thin where the cap sits on it.
The dust cover doesn't support the rotor.. the distributor shaft bottoms into it.
So adding a dust cover would actually raise the cap away from the rotor a little.
I wonder if you could have got the wrong rotor... there are a number of Delco rotors that look similar but vary in height, also the shape/bend/height of the center contact varies.
To install a pertronix you have to either cut out the center of the dust cap, or simply toss it. By the time you cut out the center it doesn't do much good so simply tossing it is probably the best option.
All that being said, the firing voltage at the sparkplugs basically only rises enough to "fire" the plugs.
It will be interesting to see how much the voltage rises when you get a new cap and the correct rotor installed. I don't think it will rise as much as you are expecting.
