You much have a different carb set up on your VAC then I do. I just replaced the fuel line on the VAC I got the other day. Turned the gas on and hit the starter button and I about jumped away from it. It started so fast it about scared me. If you can get a wrench on the line see if you can crack it open just a little bit. You should be able to make it drip a good bit with out taking it all the way off. Of course if you do not get a good drip then your likely to have to pull the line all the way off but if you get a good drip then you may have to pull the carb off because the needle or float is stuck shut
