The stormwater control bill was enacted to comply with Chesapeake Bay recovery Act and the Clean Water Act. The way I see it is that it takes some of the burden off the farmer and places it on urban acres which have most of the impervious surfaces that causes most of the excessive stormwater runoff. I see it as a "user" tax, in that those areas that cause the runoff pay their fair share.
