It is mullein, Verbascum thapsis. Next year that plant will produce a spreading, large-leafed flat plant that may grow over two feet in dia. Each generation alternates; one flat, the other a tall stalk. The large leaves from the flat generation are the ones for tea and medicinal purposes.
