I saw a program a few years ago about conflicting water rights for groundwater, I believe in Nevada. As I recall, there was a lawsuit, or potential lawsuit, where Las Vegas was trying to obtain more water through groundwater resources. It was affecting rancher quite some distance to the north. The individual representing the interests of Las Vegas was referred to as the "Water Czar." It looked to be a rather interesting but nasty "you-know-what" match. At the time, it was looking like the ranchers were going to end up on the losing end, which is no big surprise there. I am not sure it was the same program, but I recall seeing something on there mentioning what the mighty Colorado River once looked like, and what it has been reduced to today as a result of mankind. As I recall, there is but a trickle on the "home stretch" of that river, and this does not even make it to its once former destination; the Gulf of Mexico.
I can appreciate RBoots' comment about removing the dams and letting things go naturally. We are seeing the negative impacts, today, of WPA dams installed 80 years ago. There seems to be an enlightened mindset by state agencies here that these dams are contributory to the degradation of a surface water resource. There have been multiple dams removed, however when rich elitists with big money influences politics and government bureaucracy, the concerns for the resource come in a distant last, while the petty and self serving interests of the elitists rank supreme, but under the guise of "the environment" or "wildlife." I have seen dams removed for all the right reasons ;I have seen a dam that will not be replaced on account of one lousy little minnow; and I have seen a dam defended for every possible purpose other than the real, selfish and self serving reason.
