When it was drained, did it completely drain? Just opening the fuel valve will sometimes leave some gas in the tank. If there is still an inch or so left, try removing the valve, that should get the rest out. Any remnant could be mopped out with a rag on a stick.
To store it empty, it needs to be completely empty and dry. It also needs to be tightly closed to keep moisture and insects out. Same with the carb, if drained, replace the plug.
Also be a good idea to change the oil before it's stored, check the gear cases for moisture accumulation, check or replace the antifreeze, remove the battery and treat the tray with baking soda.
