The rack is probably stuck in the pump.... possibly due to a plunger sticking in the barrel. Have you changed the oil in the pump cam box? You may get lucky by removing the side cover of the pump and spraying some panther pis$ in there and work the rack by hand... otherwise the whole pump comes off and goes for a full, expensive, rebuild.
