When it pops out, what happens? Does it spray high-pressure oil, or does it just fall out?
It could be you simply need to replace that valve housing with one that is not damaged. Though, I am not sure what valve you are talking about. A picture would help.
If it sprays high-pressure oil, you have bigger problems. Something is blocking the internal flow of hydraulic oil when the system is not being used, causing the whole system to be under pressure. Likely the valve is still damaged.
Does the tractor make any sort of rhythmic grunting, buzzing, or squealing noises? That would indicate something is wrong in the hydraulic system.
What is wrong? Who knows. Something's blocking the flow somehow. You'd need to have X-ray vision to figure it out without taking it all apart.
