That's the way it is here. I just handled a complaint about a farm that had an infestation of musk thistles spread over 8 acres. The property owner lives elsewhere and just shows up to farm. The complaint was from the farmer across the road who was afraid the thistles would migrate onto his property.
Our process is, first the Noxious Weed Administrator contacts the property owner to clean it up. If the property owner doesn't comply within 10 days, he's subject to a fine of $100 per day for every day in non-compliance for a maximum of 15 days. After 15 days of non-compliance, the county takes care of the situation and attaches a lien to the property's tax bill for the cost.
This particular case was resolved by the property owner shredding the entire 8 acres and signing a written agreement to spray the affected area both this fall and next spring. I intend to follow up on it.
