If it's like the '68 3500 I've got, and it's got the Simms pump, it has probably never had the oil in the pump changed. In fact, there may not be any oil left in the pump. This is because most folks don't even know the Simms pumps don't lube off the engine as there is nothing in the manual to let them know.
s far as your problem, it's probably a stuck plunger on #1. What happens is the cam pushes the plunger up, and it sticks. Without it riding up and down against the cam you get no fuel from that injector line.
Mine did it a few years back, but in my case it was all three plungers that stuck. This is when I found out that the pump had it's own lube oil system....and was dry as a bone.
If I remember right, you can pull that plate off the side, and see the plungers where they ride against the cam. If it's stuck, you might try spraying it with some penetrating oil and seeing if it will free up.
With all of mine stuck at the same time, I had to pull the top off the pump so I could get to everything. It didn't take but a little bit to do it. Once done I filled it with a little oil thinned with a touch of diesel fuel. I let it run this way for a few hours to clean the crud off the inside, and then drained it and put in straight oil. You might get away with putting a similar mix in yours and running it a little but to see if the stuck plunger will free up. If not you can do like I did and pull the top end off the pump and free it up without having to pull the whole pump off the engine.
