Do you have the stock type fuel filter behind the large inlet fitting nut in place? If it has a brass filter there should be a small round paper gasket between the filter and the internal seat the filter seats against. And a spring should push the filter tight to seal against the fitting. Are you using Teflon tape on the flared fuel line fittngs. If you are that stuff will get in the fuel stream and cause you fits with proper needle and seat sealing. Flare fuel lines do not need Teflon tape to seal. Any kind of debris getting past the filter will cause you grief and the kind of problems you are describing, that's the reason for all the specific questions about the fuel filter. Good luck!
