If the tractor is sheltered it will take about 2 hrs. to warm up. If it is full of coolant the heater will never bother. The batt charger should be on trickle charge for a while to warm batt. Mine has 1200 watt heaters on 2 tractors the electric company likes me. I'll add keep it in a barn if possible - heated is even better.
Also, make sure the battery is up to speed, I have a IH966 and changed the two 6v batteries into one huge 12V (looks like you but the two 6v together plus some). This made a big difference as the engine would turn over a little faster for a longer period of time. Finally, be careful not to overheat your starter follow the recomended crank and wait times.
