sounds to me like he has never actually seen in person or drove the tractor . He wants the option to back out when he actually does drive it. An old tractor can and will have at least "SOMETHING" he can use against you as undisclosed before sale so paypal will not pay you. They will show he paid in your acct but when he protests they will NOT credit your bank. Since he has to come get it sometime, tell him to bring cash then. It isn't that "insecure". Whens the last time you heard of someone hauling a trailer getting stopped and robbed ? If he isn't "carrying" ...he should be.
