Wisconson's are bad about the exhaust valves sticking if there aren't used regular or have set up for a while. You can free one up with an allen wrench stuck through the spark plug hole. Spray penetrating oil in cylinder and spin engine to get oil on valve stem. Feel with allen wrench till you find valve, then place wrench on top of valve and tap with a hammer. May have to do that several times to free up valve. Then when it runs and heats up it will stick again but will usually unstick by itself. The best thing I have found to is to run marvel mystery oil in the gas to get them totally freed up. After a couple tanks you won't need it anymore, but if you don't run it often, then keeping marvel mystery oil in the gas will keep them from sticking again.
