I have a trans axle like that here. I was told that originally that was from a walk behind garden tractor with a hi/low N and reverse. Mine is straight axles instead of the drop down bull gear arrangement that appears to be on that. I'd also guess factory made with it being a small regional manufacturer. I've seen a lot of home made ones and the one item that all of them lack is brakes. Heck in the mid 50's my dad bought a "Tiger" brand garden tractor and even being factory made it had no brakes.
