They will do that on firm or hard ground. I know of at least one that would do this intentionally to move them faster across longer distances, he worked in the proving grounds with these.
Maybe I'm impartial to these because they are simple,and very durable rototillers. That and they were literally just over the hill from here, I do remember delivering there, and getting parts and at least one new tiller from the factory.
Some simple tips to get decent results with the larger model Horse:
Primary tillage on new ground with other means, ie; mold board plow, chisel plow, disc, what have you, (do keep compaction in mind).
Use the depth control in increments gradually, do not set it deep and try to work full depth on firm or hard ground.
Forget these on hard dry ground, in these clay/gravel soils when dry, its not going to work. Post rain with optimum moisture will make it easier.
Set the throttle accordingly, these(Horse)do not need anything more than a K 161 7HP Kohler size motor. The K 161-T is a perfect match for a horse. Just give it enough to not lug, you need 1/2 throttle or a little less and it won't jerk or tear at all. Once depth starts getting lower, you can throttle it up a little more.
With sod, you will get root clods at first. They will work in over time.
These photos are of a patch that was in sod 10 years. I eventually re-claimed it, before I had a plow. They can work if you take some time. These are really nice in heavy organic kinds of soils. I worked a 20 year old black compost manure filled area, the corn sure did set some deep roots in that and the tiller worked effortlessly.
The soil in the photos is heavy with some rocks on one side, not all that friendly to any kind of tillage in some respects. These were proven in soils like this.
I have a smaller or the smallest model of the troy bilt tiller as well, that one would not works so well on new ground.
