John, you seem to be getting cranky in your advancing years. Read what I wrote in reference to what I quoted. If someone is not driving a CMV or hauling something that makes it a CMV (Haz Mat for instance) then DOT regs don't apply. It states that plainly in the preface section of the laws. Federal DOT rules and regs have exemptions, like limited quantities, MOT, etc. They refer to EXEMPT items, ie- items not covered by DOT regs. They also refer to Haz Mat which is not what the quoted post was talking about. You seem to want to argue that any motor vehicle in any application is covered under DOT regs when the regs themselves state otherwise. In fact, Federal DOT is not supposed to apply until interstate commerce is involved, but the states and Feds have managed to per vert the Constitution limits placed on the Feds in this and many other cases. So we have to deal with the realities. But that doesn't mean Mom in her mini van is subject to DOT regs when she's on her way home from soccer practice.
