A radar unit sends out a radio wave and measures the time it takes for the bean to return to the antenna. A radar detector alerts to the radio waves on radar gun frequencies using a small antenna and oscillator of it's own. A radar detector detector uses the same idea to detect the emissions from the detector. A "texting detector" is going to follow the same idea for cell phone emissions. I don't know if voice and text use different frequencies, but it's possible. Either way, the wattage is going to be low. Consider that all police radars get plugged into the cigarette lighter in your car. Not a lot of amps or watts in play.
