Speaking as a retired Trooper- no. I don't know what the sensation you had was caused by, but it wasn't anything to do with the Trooper. Consider that something so powerful that it would cause a physical sensation like you describe is going to cause all sorts of problems for the police vehicle and it's occupants. No one is going to install a "death ray" apparatus in a police car that will cause all sorts of physical sensations to passersby, accidents and resulting lawsuits. Also consider the power it would take to run something like that. Yes, there are radar systems in military aircraft that will allegedly microwave a hot dog, but they aren't running 12 volt/100 amp systems.
