It looks like some type of the Asian or Japanese honeysuckle to me. Since it is around houses I would guess it is something that was planted or dragged in by the other landowners. I am still thinking the honeysuckle.
But first, you gotta know how the herbicide works in the plant, and how the plant is growing.
You mentioned spraying for three weeks. Many brushkillers have to be translocated to the roots. It is not unusual for it to take two to three weeks to kill some things.
Especially if it is cold, or overcast and the plant is not actively growing. It needs good, hot, sunny days to work good.
Then if you spray a plant that has already been sprayed, its growing cycle is shutting down from the first spray, so second or third sprays are a waste of chemical and time.
Did you mean Crossbow? If you soaked it good with that, just forget the brush is there and look again in a month.
