More is being made out of this than there should be. First, the real "problem people" are NOT hanging out in Target stores, Wal-Mart, or likely any other shopping facility. They are hanging out at airports, bus stations, and train stations. More traffic means more opportunities. More traffic also means more diversity.
As I previously stated, it is a BATHROOM!!! Not a pleasant place to go to. Not a social meeting place either. Folks go into them because they will not make it home to do their business in the privacy and comfort of their own bathroom. I know that my lady friend and I both need to be on the edge of desperation to go into a public bathroom. And, frankly, I do not care who is in the next stall as long as they mind their own business.
