Tractor issues aside, the loss of mobility can be a very serious, life altering thing as we age. I fight loss of neck mobility three ways:
Do a series of stretching exercises every day. There are hundreds of examples on youtube. Find one that looks right for you and give it a try. With regular stretching you can get your mobility back unless there is something mechanical out of place. As you said, if you don't use it you will lose it so move the heck out of it!
I use an inversion table to keep my spine free and nimble. It lets the cervical spine in my neck unload too of course, and that makes for happy, hydrated disks. A positive side effect is that you will not lose height as you age nearly as fast.
Visit a chiropractor from time to time and let him stretch you out.
