You can fill in those holes with a MIG welder. I would clamp a copper chiller behind the deck where you weld. The chiller will help pull the heat out the the metal. Use low power and go easy. Weld, stop and let cool, weld again. The bad thing is you will find the metal is very thin in the areas around the holes also. I did this on the hood of an old truck I was painting and it work pretty well. You have to be very patient and not rush it.
