I t should work but a soaker hose laid down on the ground first , then taters , then wood chips would be perfect. Water will run off a pile of wood chip, rather than go in. I have just laid out a chunk of old silo bag ,white side up , on top off potatoes right on top of the ground . You have to weight the plastic down so the wind don't blow it away . The taters will come up through holes in the plastic. When mature , just lift the plastic , nice clean taters with no digging.
