I was an insurance claims adjuster for 47 years and worked with a lot of great fire departments about one-half of them volunteer. I have no complaint overall how they handled their job. But smoke and water damage as a rule do not total a house or commercial building. Each fire is different and there are no hard and fast rules, it all depends on the individual circumstances. In the new climate of tort considerations there may be more conservative decisions made but that is the case in any and all potential liability situations.
