I would ask the neighbor if he happened to know who shot your cat. A 15 lb cat is a home cat for sure. If a cat is causing you a problem on your place then go to the people who has it and tell them. Don't just shoot it. Cats are a great asset in they get rid of mice. If you have a cat that's bothering your chickens, etc I can understand fully why you wouldn't want them on your property but register a complaint first. I have two dogs and two cats. if you tell me your having a problem with them then its up to me to keep them on my property. If I don't then there fair game on your property. Sorry to hear some idiot did this to your cat. If it were my cat and no one had complained about it I would file the shooting with the police department. There are people out there that for some reason just enjoy shooting cats and dogs which is a stupid reason. to protect people and property is a different story. There are laws to protect them. Just my 3 cents worth.
