John, is this a matter of stray voltage perhaps, we had a local dairyman here in NE Pa. that had stray voltage, poles were bonded to ground as you described and there was still voltage on the feeders and any metal, there was considerable time and money spent to correct the problem but it was finally resolved by installing a isolation transformer in the barn.
I had a PPL man tell me that they had a barn with NO electrical service in it that showed stray voltage on it's metal parts, that is FWIW.
