Since the starter at least partially works "on the bench" it seems odd you "don't get anything" when installed on the tractor.
Any chance of a wiring or grounding problem on the tractor?
What happens if you connect jumper cables to a spare battery (even a 12V vehicle, for testing), than connect them directly to the starter?
If the starter is, in fact, defective, there's no use blindly throwing parts at it. The armature and fields need to be checked for shorts and opens, including a "growler" test of the armature.
At this point, if there's an automotive electrical shop in your area, having them look at it is likely going to be cost-effective, vs. blindly buying parts.
I will even toss out the offer to have a look at it for you, if no local help, but, of course, it will cost a bit to ship.
