First off, I feel for anyone who would see a child harmed by drinking or bathing in water supplied from a trusted source. A source not easy to avoid- how many urban homes have a well backup, or can truthfully afford bottled water for drinking, cooking and bathing? That must be a terrible feeling.
I read where the water treatment facility- again, not a politician or appointed representative- made the decision to use lime as the additive rather than another chemical. Since the Detroit water previously used had already been processed, the new-source raw river water changed dramatically in composition, and an incorrect action was chosen.
At work, one of my roles is to operate our water treatment plant. We take straight lake water and clean it up to the quality that it will not even conduct electricity. On shift last night, we were making about 650 gallons per minute of clean water. We also have local municipal water as a source, and blend it with the lake water, as both have their pros and cons. But, I have the luxury of on-staff Chemistry and many electronic monitoring systems, and, most of all, a very small distribution network as compared to a large urban city. I can react to results and change quickly.
It does get political when sample results, including end user complaints of smell, taste, and skin irritation are ignored. Then testing shows elevated levels of lead in home water supplies, but response is VERY slow. Poor choices on top of a poor choice.
