You should try to break up as much of the loose rust as possible first. Be sure to allow the gas to dry out thoroughly and put something like a bunch of nuts and bolts in the tank and roll them around a lot to cut any crusting there might be. Then blow out the tank with compressed air and pour in the liner. I use Red Kote. I've never had to recoat one. If it's diesel you might rinse the tank out with lacquer thinner to cut any oils that might be there.
