Hi Mike I seem to remember when BSE hit France they wrote the book on shoot shovel and shut up, Rumor has been round for years that some U.S producers have read that book, maybe some Canadians did to I don't know. Also I believe I heard at one point some of the cattle that had BSE originated in the states and were being fed in feed lots up here in Canada, when they got found.
I could certainly see human nature taking evasive action if a guy thought he had an animal on his farm that was going to bring the U.S beef market down on it's knees, in a hurry. I don't know now but Canada used to have way better tractability on it's animals than the U.S. I know our Hog tractability is getting pretty serious, even down to 6 barns 14 ft apart in our yard all have to have a barn and location number each for shipping, in case there is a problem, and the paper work it getting to be a night mare.
