You guy must live in states that have different systems for highway right of way maintenance. Here in SC landowners do not trim trees on the right of way unless the adjoining land is an open field or pasture. In wooded areas the trees grow freely until the state or county trims them. Yes, sometimes someone runs off the road and hits a tree. Any unattended land here soon grows up in trees, including highway rights of way. Seeds are scattered by the wind or by birds. Yes, sometimes trees fall on the highway. We had heavy rain and high wind recently resulting in a few trees on highways. Some of them were tall enough to have been growing off the highway ROW but fell partly into the road anyway.
