It could be the valve. Try to see if you can stop it from creeping with the engine off. Slightly move the tilt valve, see if it will stop it. If so, could be the centering springs are broken or weak.
More likely it's an internal cylinder seal. Need to leak test the cylinders. Tilt it back, block the mast, take both the front hoses off and plug the cylinder ports. Then release the mast, letting the cylinders hold it.
If it creeps forward, the seals are leaking. If it holds, remove one plug, see if it creeps. If not, replace that plug, remove the other. If it creeps, that cylinder is leaking.
If both cylinders hold, it's the spool valve.
Unless there is a major external leak, the hoses are not causing it to creep.
