Depending on where you are I don't think $1500 is bad as long as everything works. The tires don't look terrible but they're not great so take that into account. Pretty much $1500 shouldn't get you a fixer upper, it should get you a nice usable machine.
FYI those brackets on the front are for mounting a cultivator. They also make for a nice bumper if you bolt a chunk of angle iron to them. It would be pretty neat if the cultivators still existed...
