Do you or a buddy have a scanner that can read data? It would help to check for codes and read data on these problems. If so look at ICP when cranking, its needs approx 400PSI to start. The ICP sensor is known to fail too, a quick and primitive test is to simply unplug the sensor and see if it starts, keep in mind that a code will set.
Pull fuel filter top and look at the fuel and make sure its not blackened from motor oil (leaking injector o-rings do this). If ICP reading is low it's either a bad ICP sensor, HPOP or leaking injector o-rings and the black fuel in bowl would indicate o-rings. A good HPOP can keep up with multiple injector o-ring leaks, most of the time people complain about rough running and oil consumption but a weak HPOP might show up here.
Its not a good thing to use but have you tried starting fluid? If you do try this at least wait for the glow plugs to cycle off.
